Cant publish work flow after update

Hi Guys,

 Recently installed patch: 2.3.10.0 but now the workflows don't run (just say "In Progress") and if I try to create a new one / edit an existing one, I get an error when publishing.

 The error when publishing is:

Server Was Unable to Process Request. ---> Timeout Expired. The timeout period elapsed prior to completion of the operation or the server is not responding. 

has anyone else had this issue.

Google doesnt seem to bring much up and any previous forum posts for the same issue seem to have gone unanswered.
