Is there a way to create a project site through a workflow that will already have a workflow assigned to it?

I have created a HelpDesk site that when creating a Service Request it creates a Project Site.  I would like this Project Site to already have Nintex turned on and have a workflow that looks for tasks.  If the task is closed send an Update List to the original Service Request that changes the status from Open to Resolved.
