Workflow Settings Start when items are created delay.

In the workflow settings I have selected Start when items are created with a Conditional status of when [FieldName] (previous value) Not equals Compare to field checked [FieldName]

 When I create a new item the workflow can sometimes take 5 - 15 min to start.

 If I change the Start when items are created to Yes.  It appears the workflow will start right away.

 Can someone help me understand how to remove that delay in the execution of the workflow?
