Repeating Section - partial lockdown

Is it possible to get 'existing' controls in a Repeating Section to be disabled but still allow addition of new rows?

We have admin 'comments' that get appended over time to a sharepoint list item once it is added by the general users.  Each time the item is re-opened I want to lock down any previous comments and only allow addition of new ones.

I already have a workflow that processes and extracts the repeating comments when the SP Item is saved.  Once finished, it will populate a different "child" list with the comments so I can display them in the webparts interface.  At the moment the two lists aren't going to be joined by a look-up but they can be if that helps with the questions below.

1) If I try to set an Expression against the Enabled property of my Comments textbox then I can't tell what 'index' this Comment is within the Repeating Section.  Assuming I had stored the previous count of repeating sub-items against my sharepoint list item when it was last saved then I could perhaps set my enabled status based on that, if I knew which Comment I was on.  Is that possible?  Can I make the Expression react to which 'row' it is?

2) What does the variable Item Child Count hold?  it sounds promising but is 0 as far as I can tell.

3) Alternatively, can I clear the Repeating Section entries once I have processed them with my workflow and show the "child" list entries on the form instead as fixed text?  Therefore my Repeating Section is always adding 'new' entries but not keeping them.  Not sure how I would display the child list items though?

4) Or, can I have two repeating sections on my form, the first (Existing Comments) would be disabled so nothing can be edited and the second would start empty but allow a new row or rows to be added.  Rows are then jumped from the "New Comments" repeating section into the "Existing Comments" when the item is saved (via the workflow).
