NW online document sets

Hello,

 I've created a document library, using some content types with as base type Document Sets.

Now I want to limit the users on adding only Document sets to the library, and not as single files.

Is it possible with NW online that when a file is added to this Document library, via drag-and-drop e.g., that this file is captured, a new document set is created (with the same name as the file e.g.), and that then the file is added to the document set and also the initial file insertion in the document library is removed?
