Copy To SharePoint not working

I'm trying to use the Copy To SharePoint activity to copy an info path form from one library to another

I've entered the URL as

http://webapp/sites/site/list/

And it keeps coming back with:

Cannot find list at URL

I'm sure the URL points to the list, but what I am missing? How do I get this activity to work?
