How to pass around a document

Can someone point me to a how-to article / video / post / (or just answer) that explains the best practice on accomplishing this scenario:

I have a custom list (with 40 or so columns of data that need to be supplied by users) and my main workflow runs each time a row is added. At different stages in this workflow, I want to pass around a unique copy of an Excel file (or pass around a link to the file). The Excel file is based off a template that might exist somewhere in some other SharePoint library. Some users are asked to edit/update the Excel file, others are asked simply to look at it for accuracy. Some users don't need the file at all (they might only be supplying data into some of those 40 list columns).I do not need to extract data out of the Excel file, nothing that complicated. I just need users to read/update the file.

Each row in my list will contain 1 unique copy of that Excel file. So; where do I store the file? In the list item itself that the workflow is running on? Somewhere else in a different doc library and link to it? How do I fire off / create a unique copy off that excel template each time the main workflow runs? How can users edit the file locally in Excel and have the file re-saved back to SharePoint so the next user in the workflow process will see the latest version of the Excel file? 

Thank you. FYI - I'm using version 2013 but nobody seems to monitor that board so I'm asking the 2010 users since this is the most visited board and I figure the answer applies across all versions of Nintex.
