Convert CSV to XLS

Hello.

I have SharePoint emailing a report to a library. Once that report hits the library, I have the workflow running to change the file name. (Filename.xls)  The problem I'm having is, it turns out that emailed report is delivered in CSV format.  I want to use the Chart WebPart to build a chart off of that emailed report.

Is there a way to convert a CSV file to XLS, so my chart web part can read the file?
